It was all over the news yesterday: spcas, hsi and others ganged up to raid a puppy mill in Outaouais, Quebec.
That specific puppy mill had been in the eye of the spca for 4-5 years. So, what took so long to intervene ?
While the new arm of the government namely Anima Quebec visits cat owners and enter their residences without a mandate, 500 something dogs were kept in squalor for years while the owner was making money on the back of animals. It was AQ who directed the raid while HSI usually takes the healthy dogs to the US to be sold (!)
Cat rescuers do not make money with their rescues. Adoptions are getting fewer and fewer and kittens are killed by the dozens because there are too many and not enough good homes.
Stray mother cats are now having 2-3 litters a year because of warming climate and of course the last litter in October ends in shear cruelty, the babies freeze to death.
What is it with Quebec municipalities that let bad pound contractors operate with impunity while they pursue rescuers and chase them out of town like pot growers. It does not make sense. We have in Quebec the same Criminal Code as in Nova Scotia where the CC works fine and yet our courts cannot understand the words cruelty to animals.
At the moment I can count at least 4 dog rescues and 2 cat refuges that need new accomodations because of stupid by-laws and harassment from inspectors. And the millers can continue making money, Quebec being called the puppy mill capital of Canada.
Yet, no charge was made against the owners of Berger Blanc, that pound in the east end of Montreal after they were caught on camera killing animals in the worst possible way. Oh! everybody condemned the way it was done but still that company is going after new contracts.
What will it take to make municipal officials understand the good work rescuers are doing all over the place and without which, stray cats would be in worst condition ?
