Sand Springs, Oklahoma has less than 20,000 residents, but it, along with metropolitan cities, is affected by sex trafficking. Vincent Edward Broussard (49) of Fort Worth, Texas was arrested in the town Sunday, September 18, for allegedly abducting two women and forcing them to prostitute themselves because he “needed the money”. Charges likely to be set against him include:
- Eluding arrest–Misdemeanor
- Sexual battery–Felony
- Kidnapping–Felony, 2 counts
- Human trafficking–Felony, 2 counts
- as well as misdemeanor complaints of DUI and transporting an open container.
The police report claims Broussard gave the two women a ride, ostensibly to the bar where one worked. However, a detour was taken, and the driver stopped at AZ Country Store around 10 PM last night. The women told another customer in the restroom that they had been abducted. Broussard forced his way into the bathroom and ordered the women back to the truck. The police were called, and the truck was later found parked next to an RV where the ladies were forced to perform sex acts with two other men. After a chase in which Broussard tried to escape by making a U-turn, he later stopped and was arrested.
Another report stated the the women ran from Broussard at the RV park, and police nabbed him at that time.
Oklahoma law is rather open-ended regarding the penalty terms for some crimes. Nonetheless, potential minimum sentences for one who might be charged with such crimes could add up to significant time.
Possible penalties for the following charges:
- Eluding arrest —for a term of not more than one (1) year,or by a fine of not less than One Hundred Dollars ($100.00) nor more than Two Thousand Dollars ($2,000.00), or by both such fine and imprisonment.
- Sexual battery–Not more than five years
- Kidnapping —not more than 20 years
- Human trafficking–not less than five (5) years, or by a fine of not more than Ten Thousand Dollars
($10,000.00), or by both such fine and imprisonment. The court can also order restitution paid to the victim. If victims are under 18: not less than ten (10) years, or by a fine of not more than Twenty Thousand Dollars ($20,000.00), or by both such fine and imprisonment, plus restitution to the victim
Sand Springs is a suburb of Tulsa, Oklahoma. The city was founded in 1911, by Oklahoma philanthropist Charles Page.The original goal for the area was as a haven for orphans and widows, and to be a model city that included all components of a total community.
Bond for Broussard is set at more than $500,000.
