On 10/07/2011, Los Angeles City Hall issued Truly Recyclable, which is a small minority owned business, a business tax registration certificate (BTR Certificate), to operate and tax a recycling center on a “Questionable” City owned, abandoned, unsecured and un maintained lot on 956 W 81st Street and Vermont Ave.
The Office of Finance was specifically asked by Truly Recyclable before issuing the BTR Certificate, if a particular “Permit” or “License” to conduct the recycling center on the lot was needed (other than the CA State Recycling Certification they possessed). The answer was “NO” and the BTR Certificate was issued.
Every Member of the Community within 400 feet (North, South, East and West) of the lot were contacted by Truley Recyclable with regard to using the abandon lot as a recycling center. In the contact letter, Truley Recyclable indicated that if any concerns were raised, that they should contact Truley Recyclable using the contact information provided.
Not one Community member replied, so Truley Recyclable and a concerned Community member cleaned up the lot as well as the street, then Truley Recyclable ordered a $420.00 fence to secure the area from public injury and or Community nuisance. Signs and pricing were place up and operations began on 10/19/2011.
ately fifty Community members and two Community Based Organizations loved the idea of the lot being used for business and employment opportunities and patronized the newly formed recycling center, to the sum of approximately $750.00 in redeemable recycling items over a 7 day period!
The lot has been abandoned, unsecured and un-maintained by the City of Los Angeles for sum 16 years! Why did Bernard Parks, David Roberts and the Public Safety Police come out NOW? The South East corner, in which the lot sits, was littered with built up trash, leaves and dirt for quite some time now. Minority families have used the lot for yard sales without a BTR Certificate or permission from City Hall for just as long.
The streets and sidewalks of Vermont Ave between Slauson Ave and Manchester Ave has been illegally occupied by many minority businesses for years with little or no interruption.
However, City Hall’s Bernard Parks and SouthCity Hall’s David Roberts immediately sent out Public Safety Officers on 10/27/2011, to evict the business owner and cause the canceling of the much needed employment opportunities the recycling center would have created and threaten to arrest the Operations Manager if he didn’t shut down the business. Even though City Hall indicated the lot was ok for the recycling center!
The Public Safety Officers were shown the (BTR Certificate) issued by City Hall, took pictures of it and maintained that the business must be shut down or face arrest!
The soul purpose of the business was to create business and employment opportunities for the members of the Community, Cash redemption of recyclables and job placement for U.S. Probation Dept., Urban League, EmergingLeadersAcademy and the Sheriff Department job referral programs.
Small business is the back bone of our Economy, without, were would the un-employed or under employed work?
If the City issued a BTR Certificate to conduct business related tax revenue on the lot, why didn’t they just revoke it, if they changed their minds? Why be so cruel, harsh and indifferent towards a small minority business owner who has hopes of creating employment opportunities for the Community by causing the Public Safety Police to unlawfully lockout the business and issue threats of arrest?
Evictions are handled by the Superior Court! It would seem that the Bernard Parks, David Roberts and the Public Safety Officers would need permission form Superior Court and the County Sheriff’s Dept. or maybe even the City Divisional Police Department (i.e. 77th DIV), to conduct lockouts!
What went wrong with this business and employment opportunity?
